In a gifted-and-talented class in Brooklyn’s Bedford-Stuyvesant on a recent morning, third-graders compared notes on hammerhead sharks.

They were learning to design questions to guide their research. “What type of questions do we look for?” asked their teacher, Sharina Seemungal.
